    If a system measures burden, it MUST allocate time, staffing, or tooling to reduce it within the next stewardship window.
  2. AW-02 — Non-regression of contestation paths
    Teams MUST NOT remove or degrade appeal paths without a published replacement and review window.
  3. AW-03 — No silent downgrades
    Access or eligibility downgrades require receipts and remedy clocks even when triggered by model updates.
